For purchases from 1 November 2026, the tax-free system uses a refund after customs confirms export at departure. Do not assume instant tax exemption at the checkout. Ask a participating store for the applicable consumption-tax rate, eligibility, fee and refund method. Airport confirmation is only part of the procedure.

Japan tax-free shopping 2026 refund: what changed on 1 November
For purchases from 1 November 2026, you pay the consumption tax at the till. An equivalent amount comes back only after customs confirms at departure that the goods are leaving Japan.
How do tourist VAT refunds work, from the till to the payout
The tax is recovered only if each step lines up: you qualify, the store takes part, the papers are stamped as you leave, and the payout follows. A missed step can cost the whole refund.
Documents to keep for refunds and customs, step by step
A tourist refund and a customs declaration rely on the same invoice. Keep the itemized receipt and the export papers together, and you can answer both questions at the border.
